Responsibilities

 

Draper, a technology and product development company, is seeking Program Managers in Reston, VA to lead Draper outreach to the US Navy as well as OSD, USAF and other components of the airborne ISR community.  Program Managers, working in Mission Systems, a directorate in the Defense Systems Program Office, are responsible for the active pursuit and management of opportunities for providing the DoD with innovative technical solutions.  The position supports the Air Warfare and Intelligence, Surveillance & Reconnaissance (AW&ISR) business area.  The primary technical focus areas related to the position within the AW&ISR Business Area are:  Naval Aviation mission precision (navigation, timing and pointing accuracy) across the range of military operations, Naval ISR Systems and Capabilities; collaborative ISR Platforms (manned and unmanned teams) and Multi-INT decision support capabilities.  Each of these areas is critical to US Navy, USMC and overall DoD success.  Position aligns well with Draper’s extensive experience in designing, engineering, and developing innovative solutions to very tough problems affecting military airborne operations and intelligence mission areas.

 

Candidates must have extensive background/experience in one or more of the following mission areas; Naval airborne operations in ISR,  anti-submarine warfare (ASuW), anti-surface warfare (ASW), UAV/UAS (Remotely Piloted Aircraft and autonomous systems), ISR and / or Strike operations, along with a thorough understanding of the Navy airborne and USAF missions, core competencies, and DoD stake holders in AW&ISR.  Position requires knowledge of current and evolving technology in airborne ISR including ISR systems and sensors, manned and unmanned aircraft/platforms, networks, ground station and air operations centers, geospatial intelligence, targeting and precision engagement.

 

Program Managers will conduct extensive outreach with the airborne ISR capabilities community to develop new opportunities, as well as leveraging existing Draper programs/technology to provide innovative capabilities.  As a not-for-profit institution, Draper is very involved in and heavily supports technology collaboration with national labs, universities, other not-for-profits, and defense industry partners.  Program Managers will be actively involved in seeking and developing opportunities to create collaborative teams, and for developing collaborative solutions to tough problems.    

   

Program Managers will direct all phases of AW & ISR program related activity including establishment and continuation of customer relationships, conducting business development activities, guiding technical concept/solution development of innovative technology, leading proposal teams, securing contracts, and leading program management of contracted projects.   This activity involves the coordination and preparation of white papers, abstracts, quad charts, solicited and unsolicited proposals, business plans, work statements, and program/project specifications.  

 

Responsible for defining technical requirements and concept development including the application of advanced principles, concepts, and techniques to provide innovative solutions in close collaboration with Draper engineering staff and DoD representatives. 

  • Serves as primary Draper naval aviation interface with AW&ISR sponsors and end users
  • Formulates business capture management plans consistent with Directorate strategic plans regarding naval aviation offerings
  • Develops qualified business leads and maintains an active pipeline of business development opportunities and activities leading to proposal development  in airborne warfare overall, and naval aviation in particular
  • Maintains proficiency in business development best practices and training
  • Participates in industry forums, conferences, and technical expos. 

Develop and coordinate program budget(s), plans, schedules, technical performance and delivery to sponsors using established automated tools, practices, and methods provided by Draper.  Works closely with engineers from all disciplines within Draper to create and coordinate innovative technical solutions to difficult technical problems in AW&ISR.  Also establishes and maintains relevant business and technical relationships with universities and with industry partners for the purpose of technical collaboration and teaming on significant opportunities.

 

 

Qualifications

 

Minimum 10yrs Navy and / or USAF air operations, test and/or ISR systems operations experience.  Eligible for TS/SCI Clearance required, active TS/SCI desired.  MS degree highly preferred, however, extensive career experience will be an important factor.
