Reporting to the Chief Information Officer (CIO), the Director of Infrastructure and Operations  provides leadership and direction for all core computing, network, data center and collaboration service functions within the Information Services Department and is responsible for the execution of strategic plans in congruence with the department’s vision and mission. Specific services supported within the Infrastructure and Operations department  include: networks, telecommunications, email & collaboration, data center, servers, storage and virtualization among other responsibilities.  The Director of Infrastructure and Operations is responsible for ensuring operations are running efficiently, continuous improvement within the department, budget management and human resources oversight.  It also includes community outreach to stakeholders to ensure customer satisfaction and to best align the Infrastructure and Operations strategic plan to the needs of the customers.


Primary Duties:

  • Business Planning
    • Establishes and drives measurable sector goals that are aligned with department and organizational goals to effectively enable the department and organizational missions.
    • Plans and forecasts activity within the Infrastructure and Operations teams as indicated by strategic and departmental projects, initiatives, and general direction
  • Human Resource Management
    • Provides motivational leadership for direct reports at all levels, from team leads to individual contributors, including performance planning and development support; coaching and mentoring; rewards and recognition; and staff retention to develop a continuous improvement culture.
    • Identifies and maintains appropriate staffing levels in the sector and provides continuity through succession planning.
    • Fosters a committed leadership team and staff by embodying the department values.


  • Service Support
    • Ensures that the department is providing support for all department services including the resolution of incidents and requests in congruence with a Service / Operating Level Agreement and fulfilling customer requests at a world-class service level.
    • Actively participate in the operations management processes including change management and outage/emergency response to the organization.
    • Manage vendor relationships as it depends on daily operational needs.
    • Initiates service improvement direction to the Infrastructure and Operations team as a function of integrating customer feedback and driving continuous improvement.
    • Provides oversight for all business operations to ensure they are running at the utmost optimal and efficient level.
    • Provide data and reporting of KPI’s and as needed for services supported within Infrastructure and Operations.
    • Actively partner with peer groups within the Information Services Department to ensure service and project delivery expectations.
    • Support contributions to the Knowledge Management repository and ensure top quality solutions are available to the staff.
    • Coordinate the acquisition, deployment, and refresh of core infrastructure and computing systems to meet the business needs of Draper projects and organizations.
    • Responsible for definition, deployment and update of the Draper standard infrastructure including computing, data center and networking components. 
  • Program and Project Delivery
    • Actively partners and supports department projects and is accountable for timelines and managing budget constraints where appropriate.
    • Manages requests within the department for new projects, ensuring all initiatives are aligned with the department’s vision.
  • Financial Management
    • Accurately manages, explains, and forecasts the financial activity of the department including staffing and resource planning.
    • Analyzes any variances between actuals and plan and relating variances to the impact on sector operations and investments.
    • Accurately forecasts future outside purchases and communicates any adjustments as appropriate.
  • Communication and Collaboration
    • Ensures information flows freely among other managers and the overall department.
    • Actively solicits cross-functional collaboration across individual contributors, teams, overall department.
    • Work with peer institutes on collaboration efforts as well as benchmarking against the department’s technical strategy.


  • BS or BA combined with significant, relevant work experience.
  • Experience with direct vendor management
  • Technical hands on experience with core computing and infrastructure components as outlined in the job description. 
  • 10 years of technical team management and leadership.
  • Demonstrated ability to collaborate with other members of formal and informal groups in the pursuit of common missions, vision, values and mutual goals.
  • Demonstrated ability to be flexible within a variety of changing situations while working with various individuals and groups.
  • Demonstrated ability to communicate ideas or positions in a persuasive manner that builds support, agreement, or commitment.
  • Demonstrated success in developing, coaching, and mentoring staff in-line with the mission, vision, values, goals, and performance standards of formal and informal teams.
  • Ability to encourage and facilitate cooperation and results-orientation.
  • Demonstrated ability to identify and act upon opportunities for continuous improvement.
  • Demonstrated ability to develop plans that meet the architecture/technology needs of the organization while incorporating business priorities, strategies, goals, emerging technologies, industry trends, and economic viability.
  • Experience setting and accomplishing challenging goals.
  • Experience managing conflict and developing win-win solutions with others.

Preferred Knowledge and Skills

  • MS or other advanced degree.
  • ITIL, technical certifications (CISSP, MCSE etc.) and Project Management certifications.
