    Responsibilities

    This position serves as an integral member of the Contracts, Subcontracts, Procurement & Property (CSPP) department.  CSPP strives to provide both its internal and external customers with solution-oriented leadership and guidance and is focused on achieving the strategic objectives of the organization while balancing risk and regulatory compliance.  The ideal candidate has an interest in contributing to the success of the entire CSPP department in a fast-paced, multifaceted environment. 

    Reporting to the Manager of Procurement and Property, the Business Area Lead is responsible to provide supervision, oversight and support for one Professional Services and three Senior Buyers within the procurement department.  The applicant is responsible for establishing priorities, leading daily activities and ensuring the timely and proper execution for the procurement of all commodity areas including all aspects of U.S. Government, commercial, and international purchases in accordance with Draper and U.S. Government (FAR/DFARS) procurement policies, procedures and regulations.  Applicant should have a keen interest in business/contract law and supply chain management and must demonstrate judgement to interpret internal and external issues, develop best practices and provide recommendations to senior CSPP staff.    

    Primary Responsibilities:

    • Interface with individual program office Directors, Directorate Administrators, Program Managers Program Administrators and Departmental Directors and staff to proactively address technical, schedule, cost, risk, and compliance terms and deliverables.
    • Work closely with the Manager of Procurement and Property and other CSPP Managers to share best practices and continuously identify process improvement opportunities.
    • Proactively anticipate business needs and collaborate with the program and departmental offices to support the strategic direction of each business area.
    • Collaborate with other parts of Finance and Administration, Legal and Corporate and promote cooperation and commitment within the team to achieve goals and objectives.
    • Support other special projects and/or represents the department on cross-functional teams as assigned by the Manager of Procurement and Property.
    • As directed, supports the development of CSPP department-wide policies and procedures.
    • Provide training and direction to subordinates based on general policies, purchasing/contractual terms, compliance issues and system requirements.
    • Review and prepare synopsis of complex request for proposals, solicitations and potential or existing procurements to provide management with proper interpretation of contract requirements.
    • Negotiates purchase orders including price/cost and coordinates negotiations of terms and conditions with the internal legal team and the Manager of Procurement and Property if necessary.
    • Identify risk in terms and conditions that deviate from company policy. Support senior CSPP staff in developing and presenting risk mitigation approaches/recommendations to senior management.
    • Support procurement inspections, DCMA/DCAA reviews and internal audits.
    • Performs internal quality reviews of purchase orders/requisitions and file documentation to ensure compliance with procurement policy and procedures/responsibilities.
    • Will be required to prepare purchasing packages and execute purchase orders.
    • Mentor junior CSPP staff to ensure compliance and professional development.
    • Collaborate across business areas and functions to establish and drive measureable goals for each direct report.
    • Establish developmental plans for direct reports at all levels, including performance planning and development support; coaching and mentoring; rewards and recognition; and staff retention to develop a continuous improvement culture.

    Qualifications

    • Master’s level education or JD preferred.
    • Bachelor’s Degree in Business, Supply Chain or related field plus 6-8 years related experience in Government acquisition.
    • Previous supervisory/management experience.
    • Expert with the FAR and DFARS regulations.
    • Excellent relationship management skills. Demonstrated success in developing, coaching, and mentoring staff in-line with the mission, vision, values, goals, and performance standards of formal and informal teams.
    • Requires strong written and oral communication skills as well as thorough familiarity with Microsoft Office.
    • Proficiency with the PeopleSoft Procurement and and sPro modules desirable.
    • Motivated to grow and develop professionally, and committed to continuing to learn the profession.
    • Ability to juggle multiple priorities in a high volume environment while ensuring excellent attention to detail; ability to establish and implement departmental goals and objectives.
    • US Citizen with ability to attain a government clearance. Active Secret Clearance preferred.
