Responsibilities

Draper Laboratory is looking for an experienced Subcontract  Administrator with a background in subcontract solicitation, analysis, creation, negotiation, award and post award responsibilities to join their team in Cambridge, MA. Responsibilities include, but is not limited to, the following:

  • Perform subcontract administration in support of U.S. Government & Commercial Contracts. Includes: RFP generation, Review adequacy of requirements flow-down, delivery, payments and all contractual terms; Purchase order Placement and maintenance; Subcontract performance monitoring and completion assessments.
  • Solicit subcontractors, supporting a diverse spectrum of award types and initiate fact finding, proposal analysis and risk assessment.
  • Manage tactical and strategic aspects of subcontract relationship, including cross functional collaboration with Program Management, Program Administration, Finance, Engineering and Contracts.
  • Issue modifications, solicit Engineering Change Proposals, issue Stop Work Orders and review Prime Contract modifications to include relevant changes in subcontract modifications.
  • Develop solutions to problems of unusual complexity that require a high degree of ingenuity, creativity, and innovation.
  • Ability to develop sound business cases, and analyze large volumes of data.
  • Communicate clearly in writing and orally.
  • Able to work independently in a very fast paced environment, while maintaining flexibility, innovation, and agility to see projects and tasks to completion.

Qualifications

Required Qualifications:

  • Bachelor's Degree with 5+ years of relevant experience including Government Procurement and Acquisition principals.
  • Demonstrated ability to successfully manage competing priorities, deadlines, and resolve contractual conflicts in a fast paced environment.
  • Demonstrated ability to take part in process and procedural improvement activates.
  • Experience creating, negotiating and awarding Cost Reimbursement, Cost Plus Fixed Fee, and Firm Fixed Price Research and Development subcontracts.
  • Experience creating subcontracts based on Prime Contract terms and conditions including agency unique terms and conditions.
  • Working knowledge of FAR/DFARS regulations.
  • Experience interfacing with internal and external customers and all levels of management including willingness to interact directly with subcontractors.
  • Experience soliciting, evaluating and documenting cost and price proposals.
  • Experience with license agreements and long term pricing agreements.
  • Experience with Microsoft Office products (Excel, Word, PowerPoint).
  • Ability to learn and effectively apply new tools, processes and procedures.
  • Ability to travel domestically, if required.
  • Ability to attain Security Clearance, as required.
