The Security Specialist position interacts with all levels of Technical Staff, Program Management and the Executive Staff. Responsible for Minor and Major Subcontracts within the Navy Program Office in accordance with Draper and U.S. Government procurement policies and procedures. This role develops and reports key operational execution metrics on a regular basis in order to measure quality of IT service delivery as well as articulate trends, issues and status.     Essential Functions: 100%   Change Management and Release Management - 10% - Develop and maintain policies and procedures for department change, service release and upgrade functions. - Ensure process are coordinated with Disaster Recovery and Business Continuance procedures, collaboration with other departments for disaster preparedness - Develop and maintain a Change Management strategy based on situational awareness of the details of the change and the users impacted by the change. - Conduct readiness assessments, tabletop exercises, evaluate results, and present findings in a logical and easy to digest format. - Conduct release readiness review, milestone reviews, and business go/no go reviews. - Lead and coordinate the go-live activities including the execution of the change /deployment plans , checklists, and coordination. Incident Management - 15% - Develops and maintains policies and procedures for responding to unplanned service interruptions and other disruptive events. - Monitor the effectiveness of incident management and make recommendations for improvements. - Ensures that all IT teams follow the incident management process for every incident and provide feedback on opportunities. - Ensure integration of IT incident procedures with Information Security readiness activities. - Overall responsibility for maintaining and monitoring the incident management system and state of operation IT Operational Service Level Reporting and Metrics - 25% - Develops and maintains reporting of Key Performance Indicators to measure IT operations service delivery status. - Develops and maintains reporting on change management, incident, request, and problem management. - Ad-hoc metrics development for department or project reporting purposes. - Assist in implementing automated reporting solutions (such as through Power BI) Problem Management - 10% - Develops and maintains policies and procedures for root cause analysis functions. - Executes the problem management process tasks in adherence with policies and procedures. - Analysis and reporting of incident trend data to identify and eliminate root causes of repeat problems. - Demonstrate where possible repeat incidents are occurring across the IT footprint and manage issues to resolution.  - Escalate risks and issues to the department office. Service Support and Communications - 40% - Serves as the primary escalation point within Draper on day-to-day operational matters for our L1 and L2 vendor partner. - Routinely performs audits of our ITS procedural framework and recommends areas for change to service owners. - Ensures regular communications of IT operational status and activities to the organization. - Ensures that all service delivery teams provide support for all IT service towers, including the updates and resolution of incidents and requests in congruence with a Service / Operating Level Agreement and fulfilling customer requests at a world-class service level. - Accountable for and actively participates in the process for communicating outage/emergency activities to the organization. - With the guidance of management, initiates service improvement direction to teams and individual contributors as a function of integrating customer feedback and driving continuous improvement. - Provides data and reporting of IT operations and events as needed on an ongoing basis.

- The candidate may be required to evaluate components and subsystems comprised of hardware and software elements to ensure their readiness for system-level integration, verification and validation. - This position would have the capability for leading a team responsible for Fielded Test and Support Equipment.  Responsibilities include technical, cost and schedule management for a task involving several agencies and field sites that are geographically distributed. - Individual must have leadership and project management skills and experience, along with a rich background in systems engineering, system test, hardware and software design.  Also required is overseeing logistical management of dozens of different types of test and support equipment (test stations to shipping containers to handling equipment) that are both shore and ship-based.  An understanding of, and experience with product lifecycle management, maintenance, along with a challenge to reduce fixed costs to the customer with product innovation, leveraging refresh opportunities along with new equipment designs to address evolving program opportunities. - The candidate will work with and may lead other team members in the integration and performance assessment of modules, prepare Test Readiness Reviews (TRRs) and supporting data analysis, along with conducting Test Data Reviews (TDRs). - Key job elements include problem identification and resolution, planning and execution of tests using dynamic test equipment including vibration tables, centrifuges, rate tables, vacuum and thermal chambers, and communicating regular status reports to management.
